iGaming, enabling online casinos to let gamblers legally bet from their computers and mobile devices, is restricted to just seven states. However, even within those lawful iGaming areas, occurrences of adults neglecting their children or dependents in cars outside physical casinos continue to be common.
The most recent incident occurs in Rhode Island, where authorities claim that a pair, Brenda Gonzalez, 45, and Wilfredo Urbina Delgado, 41, abandoned two kids in their car outside the Bally’s Twin River Lincoln Casino for several hours while they played games inside. The report from the police detailed that the kids, aged 7 and 11, were abandoned for hours inside the car.
Delgado, listed as the vehicle's owner, and Gonzalez faced felony charges for child cruelty/neglect. Gonzalez was freed on a $20,000 personal recognizance bond. Delgado was moved to jail due to the incident breaching his bail terms.
The Lincoln Police Department reported that the event took place at approximately 5 pm on May 5 after Bally’s security alerted law enforcement about unsupervised children. The children were transferred to the Rhode Island Department of Children, Youth, and Families prior to being returned to a relative of Gonzalez.
In December of last year, Delgado entered a no contest plea to charges of shoplifting misdemeanors. In 2023, he was convicted of having a controlled substance from Schedule 1 to V, hindering an officer in the performance of their duties, and operating a vehicle without a license.
Rhode Island law enforcement stated that the incident involving unattended children at Bally’s Twin River Lincoln is not uncommon.
"Unfortunately, the Lincoln Police Department responds to multiple incidents each year involving adults who neglect their responsibility to care for children at the casino,” Lincoln Police Captain Kyle Wingate said in a statement. “This behavior is both dangerous and unacceptable. We remain committed to holding anyone who places a child in harm’s way fully accountable under the law.”
An individual convicted of child cruelty or neglect in Rhode Island faces a sentence of one to three years in prison along with a fine of as much as $1,000.
In March 2020, a man from Rhode Island was taken into custody for abandoning his three-year-old autistic son outside Bally's Lincoln. Casino.org has covered similar instances of unattended minors outside casinos in various other iGaming states, such as Pennsylvania.
In Rhode Island, an individual doesn't have to go to either of the two Bally’s casinos to legally play a slot machine or table game. Bally’s, in collaboration with its interactive gaming associate IGT, holds a monopoly on both live and online casino gaming.
The Bally Bet Casino application and desktop site enable individuals 21 and above to bet online in a regulated setting. The Bally Bet platform features similar slot titles to those available in Bally’s two physical casinos, and it also provides live dealer table games online.
